Visitors medical insurance for my mother on vacation US – What can we do to save cost?

My mom elderly 57 is on vacation US from India. She will be here 6 months from December 09. we consider we need to buy the medical insurance for her. Tata-AIG charges $ 220. While there have been alternative policies during $ 300 – $ 1000. (All have been charges for the total 6 months. They have been not "per month".)

Need superintendence on
a. What have been the arguable cheapest options available.
b. What risk we have if we do not buy her the insurance.

    The risk if you do not buy insurance is obvious–if she needs health caring she will have to compensate for it (and you ARE expensive).
